Manchester Council cracks down on Student Areas

Manchester City Council are using the law to prevent areas becoming "overrun" with students due to concerns over anti-social behaviour and the erosion of local communities.
The City Council used an Article 4 direction which allows it to opt out of the more relaxed rules introduced by central government in terms of houses with muliple occupations or HMO's. An article 4 directions enables the council to limit the number of properties that can be converted to house more than three unrelated people.
It remains to be seen if this is going to be isolated in Manchester or whether we will see more Article 4 directions across the country.
The Mancunion reported that the Manchester Students' Union Welfare Officer, Hannah Patterson said, "The article 4 direction is not going to solve any of the problems that the council say it's going to".
