Law student takes on policeman

A man who describes himself as a student of the law was stopped by a police officer for allegedly jumping a red light on his bicycle and refused to cooperate.
The man refuses to give the policeman any details and is determined to not get issued with a fixed penalty fine. The policeman cannot tell the man under which law he will arrest him if he does not tell him who he is or accept the fixed penalty fine.
